Do I write in English or French because I know you can have an account on Hio and Poudlard.fr at the same time but to be honest I don’t really hear about people talking about their accounts on there.

On every site, including outside of hio and pfr, I'd advise you to just look what language everyone else is using. If you look at pfr, you will see everything there is French, so why would you write in English there.
