History/Background Story: His mother is a muggle physicist, and his father is a magical creature breeder. Oakley had very supportive parents who encouraged him to pursue whatever he felt like doing. His mother was aware of her husband's magical nature, but ignored it for the sake of her scientific sanity, as seeing something float without any energy conversion after over eight years of studying physics is a bit heartbreaking. Therefore, Oakley was well aware of magic, but it was never practiced inside the house, so it was never prevalent in his childhood.
He was born in the Americas, but moved to England at age ten so that he could attend Hogwarts, as his father had insisted on doing so. His mother didn't mind, as there were plenty of employment opportunities at Oxford.
Oakley's first bit of accidental magic happened when he was seven. He had been trying to assemble a play-set when he had found that he had lost a piece. Oakley had looked for ages for that piece, but couldn't find it. In his moment of near defeat, the lego had flown from a corner and hit him in the eye. His mother found him bawling in the middle of the room.
He spent a majority of his childhood in a busy city, so the stars were always drowned out of sight. To compensate for this, he started studying the astronomy, convinced that knowing everything about space would compensate for his lack of experience of seeing the night sky.
