Born to Charles Cutting Sr., a real estate agent, and his wife, Samantha, a banker, Charlie is the youngest of three children. He and his sisters, Rebecca and Emily, grew up together in the West Yorkshire city of Leeds. A muggleborn wizard, Charlie and his family lived blissfully unaware of the dormant magic lying within him. He spent his days living as a typical "annoying little brother", playing pranks on his older sisters, to the point where his family initially thought that when his Hogwarts letter came, it was another elaborate joke. His prankster ways led him to be known as the class clown at his muggle school, but he was always friendly and charming enough that his peers still liked him. Charlie was never the brightest kid in the room, struggling especially with maths and history, finding it difficult to pay attention for too long without getting distracted and losing focus.

He had just pulled a prank on his sister, Emily, involving adding food coloring to her toothpaste, food coloring that stained his fingers and would have caught him red-handed (or more appropriately, green handed), when suddenly the pigment disappeared from his skin (although there was still no question that he had been responsible).
Shortly after his eleventh birthday, a woman appeared on the Cutting family’s doorstep with a letter announcing his admittance into Hogwarts, a school for young witches and wizards to train and develop their magic. His sisters believed it to be another prank he had set up, but Charlie was thrilled.
